Decide which responsibilities you are delegating
Before requesting a performance marketing proposal, separate planning, setup, monitoring, measurement, creative, destinations and commercial reporting. One person does not have to provide all of them. If your internal design and analytics teams are strong, an external media specialist may be sufficient. Conversely, media management alone may leave a significant production gap.
An agency team list should identify the people actually assigned to the work. Freelancers can collaborate with other specialists, so the label does not necessarily mean one person completes everything. Ask each candidate to explain an example change: who writes the new offer, approves stock and price, publishes it and assesses the outcome? That workflow reveals more than the model’s name. Include your internal approval capacity and available time in the scope; an external provider cannot resolve a missing commercial decision owner merely by being more responsive.
Verify creative and technical capacity separately
For creative production, specify ownership of shooting, editing, copy, placement adaptations and revisions. Attractive videos in a media buyer’s portfolio do not prove that the person produced them or that production is included in the fee. File rights, music permissions and product-information approval require their own arrangements.
If another team implements measurement, ask where diagnosis ends and remediation begins. When an event mismatch appears, who receives the task and who verifies the correction? Do not equate agency size with available capacity or independence with instant response. Discuss current workload, peak periods and a backup for absence or departure. A named backup also needs the necessary knowledge and access; appearing in a contract does not itself establish continuity.
Media responsibility
Define setup and decision authority. Use an example to explain approvals for spending increases, offer changes and pauses instead of granting an undefined management mandate.
Production capacity
Specify the messages and formats to be delivered. Ask separately about source files, licenses, revisions and the person responsible when an advertised price changes.
Technical support
Identify the diagnostic owner and implementation team for event, form or catalog faults. Require acceptance through a repeat of the original scenario after correction.

Compare total cost on an equivalent scope
If measurement implementation or remediation sits outside the proposal, add it to the comparison. Media spend, management, production, licenses and external development should be separate lines. A lower management fee may leave more expensive production and coordination work inside your team. Compare the service actually being purchased rather than the most prominent price.
Freelancers are not invariably cheaper, and agencies do not invariably charge a fixed monthly retainer. Either can use hourly, project, monthly or other arrangements. For outcome-linked fees, define the metric, period, returns, cancellations and treatment of reporting differences. Ask what happens when media spend increases and what work continues during a campaign pause. Record when additional scope requires approval and when pricing is reconsidered. Without comparable deliverables, a price difference cannot tell you which option offers better value.
Separate asset ownership from working access
Inventory the owning organization and permissions for every asset, including CRM and advertising connections. Meta’s official partner-access guide distinguishes sharing assets from ownership and supports partial access for required tasks. Ask the candidate to explain which Page, ad account, catalog or data source the work requires. A broad access request should have a specific operational reason.
Do not make shared personal passwords the operating standard. An authorized business owner should be able to grant and remove access. An independent specialist may use a business portfolio or an appropriate individual-access arrangement; the existing structure and tasks determine the fit. Unnecessary full control is not evidence of expertise. Record integrations dependent on the provider’s account and what stops when access is removed. Data-use authority, automation ownership and rights to advertising files also belong in the handover scope, rather than being left for the end of the relationship.

Assess portfolios and reports through the same business question
For a reporting assessment, ask the candidate to explain an anonymized decision. Beyond “ROAS improved,” which product, period, revenue definition and costs were considered? What role did the provider play, and what did another team contribute? A screenshot alone does not establish causation or guarantee a similar outcome. A permitted reference conversation can provide more concrete evidence about scope and communication.
Separate submissions from qualified inquiries, and platform-attributed revenue from net order contribution. Ask about a change that did not work and how the candidate responded. A regular meeting should produce a decision, owner and review condition as well as charts. Distinguish response time from resolution time: neither provider controls every payment-service outage. A report that makes uncertainty explicit is easier to inspect than one that converts every discrepancy into a success story. Agree who explains operational changes that affect the campaign so interpretation does not depend solely on the media dashboard.
Use one acceptance plan for onboarding and departure
The internal marketing lead should connect the external plan with approval and operating responsibilities. Define early outputs as an asset inventory, prioritized issue list, production calendar and reporting definitions. If a paid, bounded discovery phase is proposed, specify its duration, deliverable and next decision. An undefined pilot presented with a success guarantee is not a reviewable scope.
At departure, campaign settings, source files, catalog connections, event definitions and outstanding tasks should be understandable to the next owner. Conduct a controlled handover review in which that person can explain the latest budget decision and a recorded fault. Check access removal, integration continuity and file licensing together. A hybrid of internal staff, a freelancer and a production agency is possible, but assign a coordination owner. Justify selection through responsibilities actually covered, rather than choosing the largest team or lowest fee as an automatic rule.

Should a small business always choose a freelancer?
No. Internal capacity, production needs and follow-up workload matter. A small business can require several disciplines, while a large business can hire an independent specialist for one defined issue. Compare scope and assigned implementers.
Is an agency safer for large media budgets?
The label is not a safeguard. Verify decision authority, spending limits, review and backup processes. A large team does not establish that its members are assigned to your work or provide the required oversight.
Will a freelancer communicate faster?
Direct contact can help, but working hours and workload determine availability. An agency may also provide one named contact. Define the channel, expected initial response and escalation owner in either model.
Which metric should determine a performance fee?
Agree a verifiable business outcome and cost scope. Unclear returns, cancellations, periods and reporting sources can create disputes. Platform ROAS alone is not realized profit or proof of causal success.
Does changing providers require a new ad account?
Do not assume it does. Inspect existing ownership and access; appropriate permissions and handover may support continuity. Creating a new structure without diagnosing the actual restriction can worsen historical-record and integration problems.
