Separate the four policy layers
An editorial plan should distinguish permission to remain online from eligibility for discovery. Community Standards set baseline content boundaries, recommendation guidelines address discovery among non-followers, and Advertising Standards govern paid delivery. Local law adds a separate obligation.
A post remaining online does not establish that it can become an ad. Approval of an ad does not establish legal permission. Record whether the issue is removal, recommendation eligibility, ad rejection or an account/business-asset restriction. Correcting one layer may not resolve another decision.

Review safety, originality and artificial engagement
An ad creative workflow needs more than a prohibited-word scan. Read the applicable context for violence, hate, child safety, sexual content, self-harm and regulated goods. Calling material educational, newsworthy or a personal experience does not authorize every possible use.
Recommendation guidelines can be stricter for sensitive or low-quality material that does not meet the removal threshold. The current Instagram document includes largely repurposed content with minor changes, long captions unrelated to the content, and coordinated comment networks intended to inflate distribution. A licensed image is not automatically original for recommendation purposes.
Review usefulness and real questions rather than buying followers or likes. Include footage, speech, captions and profile elements in the production check. Avoid decisions based on an undocumented hidden trust score, invented moderation-accuracy percentage or a claim that every watermark automatically prevents distribution.

Eligibility does not guarantee recommendation reach
When measuring content, distinguish eligibility from delivered reach. Instagram’s current explanation applies recommendation guidelines to public accounts and explicitly says eligibility does not guarantee recommendations. Professional accounts can use Account Status as part of the check.
This can show profile elements, sample content, removed material and available review options. If an account is ineligible, its content may be affected across non-follower recommendations; it can still appear to followers. This does not guarantee that every follower sees it, nor mean all the content was removed.
Low views alone do not prove a violation. Compare similar periods, formats, topics and follower/non-follower distribution, considering publishing changes and audience interest. Treat shadow ban as an informal description rather than an official diagnosis of every reach decline. Do not promise one universal penalty duration or automatic recovery date.
Document copyright, music and collaborative-use rights
Add image, music, performer and usage rights to the production brief. Meta’s copyright explanation warns that attribution and modifying a work do not by themselves establish permission. Ownership, licenses and applicable legal exceptions require separate consideration.
Instagram’s licensed music library is intended for personal, non-commercial use; some business accounts and post types have restricted access. Seeing a track in the picker does not prove advertising rights. Consider a suitable original recording, an appropriate license or Meta Sound Collection after checking its terms for the planned commercial use.
Do not treat Collab, Remix or reposting tools as unlimited permission for other channels and paid campaigns. For UGC, record duration, territory, channels, editing and paid-use scope. Match the permission evidence to the final published file rather than automatically extending an old campaign agreement to a new product.

Distinguish AI disclosure from commercial-partnership disclosure
A content partnership plan should handle synthetic production and commercial relationships separately. Current recommendation guidance includes accounts repeatedly and recently prominently featuring a photorealistic AI person without the AI-generated profile label among accounts Instagram tries not to recommend.
This does not mean every AI background requires that profile label. Meta’s June 2026 advertising update expands AI info into About this ad and begins detection of third-party AI use through industry-standard signals. Rollout and legal requirements can vary by region. Check the actual content and available disclosure tools.
In Turkey, consumer-advertising changes effective August 1, 2026 require disclosure for AI characters indistinguishable from humans and prohibit a real person’s digital copy implying actual product experience or recommendation. Content involving payment, free products, discounts or invitations must clearly identify the advertising relationship. A platform label and the local disclosure obligation are separate checks.
Check advertising copy, destination and sector eligibility
A paid campaign review goes beyond organic posting permission. Under Meta’s Advertising Standards, review can include images, video, text, targeting and the associated landing page. Ads can be reviewed again after delivery starts.
Describe the product instead of implying knowledge of a viewer’s personal attributes. Copy assuming the person has a health condition differs from a factual service description. Deceptive outcomes, incomplete price conditions and a destination inconsistent with the ad need separate correction. Replacing a word does not resolve an unsupported product claim or an ineligible activity.
For health, finance, cryptocurrency and other regulated subjects, check the relevant country, authorization, age and permission requirements. Turkey has specific limits on routine domestic sponsored promotion of healthcare activities; Meta approval alone is not permission. Avoid an absolute claim that political content is never recommended: organic preferences and political-ad authorization are separate questions.
Record the decision and use the relevant review route
A marketing leader’s review workflow should start with the type of decision. Account Status can support content and recommendation checks; Meta provides account review options for ad and business-asset decisions. Menus and review availability can differ with the account’s current status.
Save the decision text, date, content identifier, final file and landing page. Read the stated policy and prepare a specific response. Correct a clear violation; use the available review route with evidence if you believe the decision is wrong. Keep a decision record before deleting material or repeatedly submitting it without understanding the issue.
